Richard Flores is currently a data scientist at NASA’s Space Mission Analysis Branch (SMAB). With extensive experience as an AI/ML practitioner, he specializes in full-stack data science, including database architecture, data engineering, data analytics, and machine learning.

His contributions at NASA include:

  • Serving as an AI advisor to the National Science Foundation in partnership with MITRE under the CHIPS and Science Act of 2022, collaborating with OPM, NIST, CISA, and NSA to establish standardized AI implementation approaches and competency frameworks.
  • Leading the implementation of the NASA DeepWave Deep Learning Server, a high-performance computing platform to support advanced AI development.
  • Serving on the NASA & Microsoft stakeholder board for AI to shape agency-wide AI direction and implementation strategies.
  • Acting as a MERGE advisor providing one-on-one training and consultancy for AI practitioners and local initiatives.

His extensive professional development includes completing technical tracks with Stanford’s Human-Centered AI program, covering foundation models and AI governance; Leadership & Policy training with Princeton’s Center for Information Technology Policy; and an Acquisitions Track with George Washington University Law School, addressing AI procurement in government settings.

Richard has completed numerous certifications in AI development frameworks, machine learning methodologies, and data science fundamentals through NASA’s learning platforms. His research interests include Neuromorphic Computing and Cognitive Modeling in the field of Artificial General Intelligence, supported by his training in Bayesian methods, Natural Language Processing, and Advanced Computational Theory.
